Waziri wa Nishaji, Maji na Madini Zanzibar, Mhe. Shaib Hassan Kaduara amewapongeza wanajiosayansi nchini kwa kazi kubwa wanayofanya katika kutafuta rasilimali mbalimbali zikiwemo madini, mafuta na gesi asilia, joto ardhi na maji ya ardhini.


Kaduara ametoa pongezi hizo leo Novemba 09, 2023 Mjini Unguja wakati akifungua mkutano wa wanajiosayansi kwa niaba ya Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi, Mhe. Dkt. Hussein Ali Mwinyi,


Akizungumza katika mkutano huo, Kaduara amesema kuwa Serikali ya Mapinduzi ya Zanzibar inatambua na kuthamini mchango wa wanajiosayansi katika kutimiza ajenda ya uchumi wa buluu na kufikia Dira ya Maendeleo ya Zanzibar 2050.


"Kada ya jiosayansi ni muhimu sana katika utafutaji na uendelezaji wa rasilimali mbalimbali zikiwemo madini, mafuta na gesi asilia, maji ya ardhini, joto ardhi nakadhalika. Nitumie fursa hii kutoa rai kwenu wanajiosayansi kutumia taaluma yenu kwa weledi kwani, kama niliyosema awali, taaluma hii ina mchango mkubwa sana katika kifikia Dira ya Maendeleo ya Zanzibar 2050", alieleza Mhe. Kaduara.


Kaduara pia amezipongeza Wizara ya Madini ya Jamhuri ya Muungano wa Tanzania na Wizara ya Nishati, Maji na Madini ya Serikali ya Mapinduzi ya Zanzibar kwa kuwa walezi wa Jumuiya ya Wanajiosayansi Tanzania.

Kuelekea kilele cha wiki ya Ubora,Shirika la Viwango Tanzania(TBS) limeandaa maadhimisho ya siku ya Ubora yenye lengo la kushukuru mchango wa wataalamu wa ubora katika sekta mbalimbali zinazotoa huduma na bidhaa pamoja na kupeana uzoefu ili kuendeleza kukuza Ubora na kulinda afya ya mlaji.


Akizungumza na waandishi wa habari Jijini Dar es Salaam Nov 9,2023 Meneja Ithibati Ubora wa Bidhaa, Bi. Amina Yassin amesema kuwa ili kuwa na uwezo katika soko la ushindani lazima kufanya tathimini na kutambua kama kuna uwezo kufanya kitu kuwa bora na kujenga mahusiano mema na wafanyakazi.


“Kwa wazalishaji na wafanyabiashara na wadau wote wanao toa huduma na bidhaa wahakikishe wanatumia nyenzo, wanatumia kanuni za ubora ili waweze kufata zile zitasaidia kupunguza yale mapungufu ambayo binadamu anakuwa nayo wakati anafanyakazi zake na kuhakikisha ubora tunaouhitaji pia tutengeneze utamaduni wa ubora na tutambue nini wateja wetu wanataka" Amesema Bi. Amina


Aidha Bi. Amina amesema kuwa ili wazalishaji kuwa na bidhaa bora lazima kuzingatia kanuni nne katika usimamizi ubora maeneo ya kazi ambazo zitasaidia kuwa na bidhaa bora kwa wazalishaji hata zinapokua sokoni na kumfikia mlaji.


"Lazima tuanze kwa kuweka mipango ,mipango lazima izingatie ubora katika mipango pia tuna angalia vihatarishi na katika hatua ya kubuni lazima tufikirie hiki kitu kinaweza kuwa bora?lazima tuweke udhibiti ambao utahakikisha bidhaa itakuwa bora, kuweka uhakika kwamba bidhaa au huduma ikienda kwa mlaji itakuwa bora,tuboreshe sehemu yenye mapungufu ili kuendelea kuwa na bidhaa bora". Amesema.


Kwa upande wake Afisa Mkaguzi wa TBS Baraka Mbajije amesema kuwa Tanzania kama moja ya nchi ambazo zimeridhia mkataba wa Shirika la kibiashara Duniani (WTO) kumekuwa na muingiliano wa bidhaa na huduma mbalimbali hivyo lazima wazalishaji na watoa huduma watoe bidhaa na huduma ambazo zinaweza kushindana katika soko la kimataifa.


"Tutakuwa na mijadala siku hii katika ukumbi mpya wa maktaba ya chuo Kikuu Cha UDSM ambayo itakuwa imegawanyika katika makundi matatu,kundi la kwanza litawakutanisha wataalamu ambao Wana shughulika kwa namna moja au nyingine kwenye sekta mbalimbali katika huduma hasa usimamizi wa rasilimali watu kwenye sekta hiyo ya huduma tutajadili mafanikio changamoto na namna tunaweza kushindana ili tuweze kushindana duniani. Eneo jingine ni mamlaka ya udhibiti namna mamlaka zinavyochangia kuboresha uwepo wa bidhaa bora na huduma eneo jingine litawahusisha wazalishaji ambao wamefanikiwa kufanya biashara nje ya nchi au ndani ya nchi kwasababu wameingiza nyenzo ya Ubora ili kufikia masoko". Pamoja na hayo amesema kuwa Tanzania ni moja ya nchi ambayo imeridhia soko huru la Afrika Jambo ambalo litafungua mipaka ya nchi na bidhaa mbalimbali zitaingia nchini ili kushindana katika soko lazima bidhaa zetu ziweze kushindana kwa kuwa na ubora.


Sambamba na hayo ameongezea kuwa kutakuwa na utoaji wa tuzo kwa watu mbalimbali na makampuni ambayo yamefanya vizuri kwenye maeneo mbalimbali kwenye masuala ya Ubora.


"Kundi la kwanza ni kampuni Bora ya mwaka na kundi la pili ni bidhaa bora ya mwaka,na kundi la tatu ni la watoa huduma Bora wa mwaka,na kundi la nne ni kundi la msafirishaji Bora nje ya nchi,na kundi la tano ni kwa mtu mmoja aliyefanya vizuri aliyetoa mchango kwa kuboresha,kuimarisha au kuanzisha miundombinu ya ubora, kutakua na tuzo mbili kwa kampuni kubwa na kwa mjasiriamali mdogo"Amesema


Maadhimisho ya kilele wiki cha Ubora yalizinduliwa Nov 6 na kilele chake ni Nov 10,2023 yamebeba kauli mbiu isemayo UBORA TAMBUA UWEZO WAKO WAKUSHINDANA ambayo yataambana na mijadala yenye lengo la kutambua mafanikio changamoto na mbinu za kuinua Ubora.

The true sign of intelligence is not knowledge, but imagination, said Albert Einstein. This sentiment resonates profoundly with the life and legacy of Hon. Prof. Sospeter Mwijarubi Muhongo, whose journey is a testament to the power of steadfast resolve and visionary thinking. Hailing from the vibrant town of Musoma in Tanzania, Prof. Muhongo's narrative blends together an unyielding pursuit of academic excellence, dynamic contributions to geological knowledge, and a visionary approach to fostering global cooperation.


His diverse roles as an educator, former Minister of Energy and Minerals of Tanzania, and a dedicated Member of Parliament for Musoma Rural Constituency reflect an unfaltering dedication to leveraging knowledge, leadership, and advocacy to drive transformative change. As we explore the chapters of his life's narrative, we uncover a legacy defined by mentorship, scientific innovation, political stewardship, and an enduring devotion to advancing sustainable socio-economic development on both local and global scales.


2. Early Life and Education.


Born on June 25, 1954, in the picturesque town of Musoma, Tanzania, Hon. Prof. Sospeter Mwijarubi Muhongo's journey commenced against the backdrop of East Africa's natural splendor. His formative years were marked by a deep curiosity about the Earth's mysteries, setting the stage for his future endeavors in the field of geology. Beginning his educational voyage at Mennonite Primary School from 1962 to 1966, he laid the earliest stones of his academic foundation. As he continued his educational path, he attended Nyahera Primary School from 1967 to 1968, achieving a Certificate of Primary Education Examination (CPEE), followed by Mara Secondary School from 1969 to 1972, where he obtained his Certificate of Secondary Education Examination (CSEE). Prof. Muhongo's innate passion for discovery began to manifest during these years.


Continuing his education, he attended Usagara High School from 1973 to 1974, achieving an Advanced Certificate of Secondary Education Examination (ACSEE) certificate, further highlighting his steadfastness to excellence. This passion for knowledge and exploration culminated in his pursuit of academic excellence at the University of Dar es Salaam, where he earned a Bachelor of Science (BSc Hons) degree in Geology from 1976 to 1979. Prof. Muhongo's loyalty to advancing his expertise led him to undertake a Master of Science (MSc) degree in Geology from the University of Dar es Salaam between 1981 and 1983. Further enhancing his academic foundation, he pursued additional master's studies in Geology at the University of Göttingen, Germany, from 1980 to 1982.


At the pinnacle of his academic journey was the triumphant achievement of a Ph.D. in Geology from The Technical University of Berlin, earned between 1985 and 1990, a testament that solidified his standing as a distinguished geologist with a truly global perspective, thereby earning him the esteemed title of Doctor rerum naturalium. Embedded in this honorific is the recognition of his remarkable accomplishment. Reflecting on Prof. Muhongo's formative years and educational background, it becomes evident that they laid the bedrock for a future adorned with scholarly pursuits and influential leadership roles across both local and international arenas.


3. Bridging Academia and Public Service.


Prof. Dr. Sospeter Muhongo is a distinguished figure in the academic and geological realms, as well as a notable Member of Parliament. He held the prestigious position of Minister of Energy and Minerals for the United Republic of Tanzania from May 2012 to May 2017. His remarkable contributions have been recognized globally, with the Government of France bestowing upon him the prestigious "Ordre des Palmes Académiques," a significant honor established by Emperor Napoleon in 1808. Furthermore, Prof. Muhongo's pioneering work in geology earned him the distinguished Prof Robert Shackleton Award in 2004 from the Geological Society of Africa. This esteemed award celebrated his exceptional research on the Precambrian Geology of Africa, a field spanning over 500 million years.

Prof. Muhongo's influence extends far beyond accolades, as he holds esteemed positions in various renowned academic societies and institutions worldwide. His stature includes being an Honorary Research Fellow of the Chinese Academy of Geological Sciences (HRFCAGS), an Honorary Fellow of the Geological Society of London, and an Honorary Fellow of the Geological Society of America (GSA). He is also a Senior Fellow of the Academy of Sciences for the Developing World (FTWAS), a Senior Fellow of the Geological Society of Africa (FGSAf), a Fellow of the African Academy of Sciences (FAAS), and a Fellow of the Tanzania Academy of Sciences (FTAAS).

Prof. Muhongo's impactful contributions span beyond national borders, as evidenced by his involvement with esteemed organizations. He played a pivotal role as the Former Vice President of the Commission for the Geological Map of the World (CGMW), the first and founding Director of the International Council for Science (ICSU ROA) Regional Office for Africa, showcasing his determined focus on global geological initiatives and scientific collaboration. His significant contributions also extended to UNESCO, where he served as Chair of the UNESCO-IUGS-IGCP program, further emphasizing his dedication to fostering international geological cooperation.

Additionally, his role in the United Nations International Year of Planet Earth (UN-IYPE) and the Scientific Program Committee (SPC) of the Year of Planet Earth demonstrated his leadership in promoting the understanding of our planet's processes. Prof. Muhongo's persistent drive to advance knowledge and socio-economic progress is also evident in his association with the United Nations Economic Commission for Africa (UNECA), where he contributed to discussions on science and Africa's development. His instrumental role in the National Mining Corporation (STAMICO) highlighted his dedication to shaping the mining sector in Tanzania and securing investments, adding to his diverse efforts in driving positive change on both local and global scales.


4. Civic Participation and Governmental Roles.


Prof. Sospeter Muhongo's remarkable journey encompasses pivotal roles in both academia and Tanzanian politics. Initially appointed as a Member of Parliament in 2012 by President Kikwete, in accordance with Article 66(i) (e) of the Constitution of the United Republic of Tanzania, Prof. Muhongo began his political career without representing a specific constituency. However, his trajectory took a transformative turn when he assumed the esteemed position of Minister of Energy and Minerals for the United Republic of Tanzania.


Appointed by President Kikwete from May 2012 to January 2015, and subsequently reappointed by President Magufuli from December 2015 to May 2017, Prof. Muhongo's tenure in this role marked a crucial phase of his journey where he played a significant role in shaping policies in the energy and minerals sectors, contributing to the nation's progress on a substantial scale.


This journey reached a new milestone in the Tanzania general elections of 2015, when Prof. Muhongo secured an impressive victory with 41,731 votes. This electoral triumph marked his transition from being a general Member of Parliament to a representative of the Musoma Rural Constituency, cementing his role as a dedicated advocate for his constituents. His popularity continued to resonate as he emerged victorious once again in the Tanzania general elections of 2020, garnering 40,908 votes and reinforcing his position as the elected Member of Parliament for the Musoma Rural Constituency.

Notably, the government allocated TZS 3.49 billion for its construction, in addition to an earmarked TZS 600 million for crucial medical equipment and medicines.


The hospital, which now stands as a symbol of progress, features nine key completed buildings and an additional six structures in the process of being erected, including a laundry facility. Equipped with cutting-edge amenities such as Digital X-ray and Ultrasound equipment, the hospital's treatment capabilities are further amplified by Oxygen Generation Machines, intricately connected through pipelines.


In times of emergency or to support neighboring healthcare institutions, strategically positioned Oxygen cylinders are readily available. Prof. Muhongo's proactive engagement within the Parliament, aligned with the authentic needs of the populace, has not only showcased his unyielding allegiance but has also materialized in tangible development, ushering in a positive transformation for the lives of Tanzanians.

These projects are a testament to the dedication to comprehensive water availability, collectively comprising 12 villages, and signaling a profound shift in the prevailing water scarcity narrative. Carefully planned storage tanks with capacities of 500,000 liters on Kong'u Hill, in Kwibara Village, Mugango Ward solidify the resolve to reliable water access.


Furthermore, a tank with a capacity of 135,000 liters is being constructed in Kataryo Village, which will receive water from the Kiabakari Village tank, with a capacity of 3 million liters. KAIMU Naibu Mratibu Mkuu wa Masuala ya Ukimwi wa mfuko wa Dharura wa Rais wa Marekani wa Ukimwi (PEPFAR) Dkt Rebbeca Bunnell na ujumbe wake wamefanya ziara ya kutembelea katika Hospitali ya Rufaa ya Mkoa wa Tanga Bombo akiwa na Naibu Katibu Mkuu wa Wizara ya Afya Dkt Grace Magembe.

Akiwa katika Hospitali ya Rufaa ya Mkoa wa Tanga-Bombo walitembelea shughuli zinazotekelezwa kupitia ufadhili wa PEPFAR kupitia kituo cha kudhibiti na kuzuia magonjwa cha Marekani (CDC) kinachosaidia upatikanaji wa baadhi ya huduma katika Hospitali hiyo huku akiridhishwa na huduma zinazotolewa.

Kupitia PEPFAR, CDC ilianza kusaidia Asasi ya Kiraia ya Gift of Hope Foundation mwaka 2019 ili kuwezesha huduma za kinga miongoni mwa vijana walioathirkka na matumizi ya dawa zaa kulevya na kusaidia upatikanaaji wa huduma za afya kwa watu wanaojidunga kutumia dawa za kulevya.

Hadi kufikia Octoba 2023,The Gift Of Hope Foundation imesaidia zaidi ya wapokea huduma 365 kupata Methadone katika kliniki ya waraibu wa dawa za kulevya (MAT) ya Hospitali ya Rufaa ya Mkoa wa Tanga-Bombo huku wateja 22 wakiwa katika nyumba ya kusaidia kuacha matumizi ya dawa za kulevya (Sober House).

The Gift Of Hope pia imepanua huduma zake ili kutoa msaada wa kisaikolojia –kijamii na huduma za uhamasishaji,ikijumuisha kukaa kwa muda waa miezi mitatu katika Sober House kwa wapokea huduma wakati wanaahudhuria kliniki za MAT ya Hospitali ya Rufaa ya Mkoa wa Tanga-Bombo.

Katika ujumbe wake pia wametembelea kliniki ya tiba saidizi ya Methadone (MAT) na kupata taarifa juu ya huduma za tiba na matunzo kwa watu wanaoishi na VVU (WAVIU) zikiwemo huduma za uchunguzi na matibabu ya kifua kikuu,homa ya Ini B na C na uchunguzi wa ukatili wa kijinsia.

Kliniki hiyo ya MAT ilianzishwa mwaka 2020 na hadi kufikia Septemba mwaka huu ilikuwa imewaahudumia jumla ya wapokea huduma 959 kati yao wanawake 27 na wanaume 932 ambapo hiyo ni kliniki pekee ya MAT mkoani Tanga.

“Kliniki hii inatoaa huduma za kina za kuzuia VVU pamoja na tiba matunzo, huduma za kifua kikuu, huduma za msaada wa kisaikolojia na kijamii na uibuaji wa watu wanaojidunga /kutumia dawa zaa kulevya ...The Gift of Hope ni mojawapo ya Asasi za Kiraia zinazoibua na kuunganisha wateja na matibabu katika kliniki ya MAT”

Dkt Bunnell pia ametembelea kliniki ya tiba na matunzo ya VVU (CTC) na kupata taarifa juu ya huduma jumuishi ya tiba na matunzo kwa watu wanaoishi na VVU ikiwa ni pamoja na ujumuishaji wa huduma za uchunguziz wa saratani ya mlangio wa kizazi.

Ambapo hadi kufikia Octoba 2023 kituo hicho kilikuwaa na zaidi ya wapokea huduma 2,700 waliosajiliwa katika huduma za dawa zaa kufubaza makali ya VVU (ART).

Kwa kipindi cha Octoba 22 hadi Septembea 2023 wanawake 1,287 wanaopataa huduma zaa tiba na matunzo katika kliniki hiyo walifanyiwa uchunguzi wa saratani ya mlango wa kizazi ambapo 47 sawa ana asilimia 3.65 walibainika kuwa na viashiria vya awali vya saratani yaani VIA Positive,na 38 walitibiwa kwa tiba Mgandisho (cryotherapy) .

Ambapo wapokea huduma 23 walihisiwa kuwa na saratani ya mlango wa kizazi na walifaanyiwa uchunguzi wa kina na kumi na sita kati yao walithibitishwa kuwa na saratani ya mlango wa kizazi.

Ujumbe huo pia utaelezwa kuhusu shughuli za chanjo ya Human Papillomavirus (HPV) zinazofaanywa katika kituo hicho huku ikieleza walikuwa na wasichana 27 waliostahili kupata chanjo hiyo na walisimamia wasichana 26 kati yao 21 walikamilisha dozi tatu za HPV,wasichana watano wakiwa bado kwenye ratiba ya kupata dozi ya pili.

Kadhalika Dkt Bunnell amepataa fursa ya kuzungumza na vijana rika balehe wa kike na kiume wanaopatiwa huduma tiba na matunzo katikaa Hospitali ya Rufaa ya Mkoa wa Tanga ili kujifunza wanavyonufaika na afua zinazofadhiliwa na PEPFAR na CDC Hospitalini hapo.

Hata hivyo pia Dkt Bunnell ametembelea maabara hya Hospitali hiyo na kushuhudia uchakataji wa sampuli za damu iliyo kaushwa (DBS) na makohozi kwa ajili ya kipimo cha kifua kikuu na kuelezwa jinsi ambavyo sampuli za wingi wa VVU huchakatwa ili kusafirishwa kwa upimaji kwenye maabaraa husika.

Kwa sasa Hospitali ya Rufaa ya Mkoa wa Tanga inapokea Ufadhili wa PEPFAR/CDC kupitia Shirika lisilo la Kiserikali la Tanzania Healthe Promotion Support (THPS).


Tanzania Health Promotion Support (THPS) ni Taasisi ya Kitanzania iliyoanzishwa mwaka 2011 kwa kufuatia Sheria ya Mashirika yasiyokuwa ya Kiserikali Na 24 hya mwaka 2002.

THPS inatekeleza kazi zake kwa kushirikiana na Wizara ya Afya,Wizara ya Maendeleo ya Jamii,Jinsia,Wanawake na Makundi Maalumu,Wizara ya Maendeleo ya Jamii ,Jinsia,Wazee na Watoto ,Ofisi ya Rais -Tawala za Mikoa na Serikali za Mitaa (OR-TAMISEMI), Wizara ya Mambo ya Ndani na Wizara ya Afya huko Zanzibar.

Lengo la THPS ni kuhakikisha upatikanaji wa huduma bora za afya kwa watanzania ,kupitia uimarishwaji wa mifumo ya afya na jamii ili kutoa huduma bora za afya zikiwemo za VVU na UKIMWI,Kifua Kikuu,Kuzuia ukatili wa Kijinsia,Afya ya Mama na Mtoto ,Afya ya Uzazi na Afya ya Vijana  ikiwemo kuboresha mifumo ya maabara na Taarifa za Afya,Uviko 19 na Tafiti za Afya ya Jamii

Mradi wa CDC/PEPFAR Afya hatua (octoba 2021 hadi Septemba 2026) umelenga kutoa huduma jumuishi, katika vituo vya Afya (Kigoma, Pwani, Shinyanga na Tanga) na katika jamii (Kigoma, Pwani na Tanga) huduma za Kinga, matibabu na matunzo ya VVU zikiwemo huduma za kitabibu za Tohara kwa wanaume katika mikoa ya Kigoma na Shinyange na Programu ya Dreams kwa wasichana balehe na wanawake wadogo katika mkoa wa Shinyanga
